The following describes a pending government action that has been formally brought by a government agency but has not yet been resolved. We are providing a summary of the government's allegations, which have not yet been proven.
"The Federal Trade Commission (FTC) has brought a law enforcement action against the above company alleging the company received more than $450 million from consumers by luring them into "free" or "risk-free" offers. Consumers were then charged for products or services they did not want or agree to purchase. As part of its ongoing efforts to stamp out online fraud, FTC seeks to stop the operation's illegal practices and make the defendants repay affected consumers."
"According to FTC's complaint, the companies used deceptive tactics in offering "free trials" for various online products, including acai berry weight loss pills, teeth whiteners, health supplements, work at home schemes, free credit reports and penny auctions."
"According to FTC, the companies obtained consumers' credit or debit card account numbers by promising they would only pay small shipping and handling fees and also promised phony "bonus" offers for signing up. Consumers had no reason to believe they would be charged for the trial product or extra bonus products, but they were often charged for the "free" trial and monthly recurring fees. Although the defendants offered a money-back guarantee, consumers were often unsuccessful in canceling the charges or obtaining refunds and the process involved time-consuming phone calls and other steps that made the deals far from risk free."
"The FTC further alleged that the defendants provided merchant banks with false or misleading information, in order to acquire and maintain credit and debit card processing services from the banks in the face of mounting chargeback rates and consumer complaints. The companies also allegedly violated the Electronic Fund Transfer Act and Regulation E (issued by the Federal Reserve System's Board of Governors) by debiting consumers' bank accounts without their signed written consent and without providing consumers with a copy of the written authorization."
The Commission files a complaint when it has "reason to believe" that the law has been or is being violated, and it appears to the Commission that a proceeding is in the public interest. The complaint is not a finding or ruling that the defendant has actually violated the law. The case will be decided by the court.

I like how all the press releases by Josh Fraser for multiple sites state that his bad reviews were caused by a glitch in the phone. No the reason you have so many bad reviews is for the misleading websites and unethical business practices. I also find it funny that he states that customer service satisfaction increased by 20+ percent in February. This release was done on Feb 5th?! How is that possible?!

Thanks Bill for your helpful insight on the situation. Just because I left change in my cup holder and someone steals it, doesn't make it right for the thief. Yes, I may have been an idiot, but a crime still was committed. Here, we have someone stealing millions from people who made a mistake. I think it is time to catch the thief.
We used this company once for a review on a vehicle. The report stated that the vehicle was clean. After we purchased the truck, our insurance agent informed us that through CarFax, it shows a serious accident with this vehicle. Unfortunately by then it was too late.
They also said we had signed up for a 10 payment plan of $19.95 per month for 25 histories - so we were billed $19.95 per month for 5 months under different company names until I realized what was happening.
You can chat online with someone who only has the authority to refund one month's payment and whether you chat or call, you are told to contact "Josh" who is the only person in the company that can authorize a refund larger than $19.95. There is no phone number where you can call the mysterious "Josh".
I have emailed him twice with no response. If you use this company - or any of their other bogus companies: MYINFOBILL.COM, BACKGROUNDFEE.COM, MYFEEPLAN.COM I can promise you will regret it. This outfit is a total fraud - NEVER do business with them.

I was fooled by the ".us.org", thinking that made it legit, and used it :( I got a clean vehicle report, too, but never gave them and payment information, so hopefully I'll be ok...thank you.
I checked my bank account and thank goodness. I saw this and I asked my husband what he did. He was looking for a genealogy report. Who knows if we'll ever see that.
I'm grateful that the website was listed on our bank account and glad that I'm smart enough to check things out. He's under strict order to not use his credit card for any internet purchases EVER!
I'll be trying to get my $14.95 and my $1.00 back. Not expecting to and he's cancelling his card immediately.

Last evening I was working with Archive.com looking for family history and I happened on to a site that for a $1.00 could give me info on family etc. Today, January 22, 2013, I noticed I have an additional $14.99 taken out of my account and it's from vehiclehistory.com. I am from Metro Detroit and I will be contacting the Federal Trade Commission and the media.

Paid my dollar and got the report....then I started getting payments of 19.95 removed from my credit card. On one sight they state "after you purchase your report for $1.00, you have the option to purchase our volume discount package for $119.70 ". I wasn't given this option! Customer service reps don't help you get the money back. Big rip off!
Website claims they only charge $1 for 1 Report. However I checked out my bank statement recently. Turns out they charged me $20 the past 3 months without my authorization. I called these scammers they said "Yes, we it's $20 for 6 months." I requested a refund. They said we can't do that since it's been 3 months.... I'm will visit my bank and file complaint. The previous lawsuits against Jesse also had charges against Elizabeth Graver and her company Mobile Web Media LLC. I noticed that all of "Josh" websites are also linked with Mobile Web Media, including the privacy policy and terms. Coincidence? yeah right. These guys are going down. 350 million dollars is nothing, considering the connection Josh has with Jesse.

Just like the others - $19.95 per month for life to get one report. I am careful whenever I buy something online and have no recollection of agreeing to a recurring charge. They did say they are going to credit/refund those charges. We'll see. That'll probably keep me from filing a complaint with the Attorney General's Office. But their eagerness to refund shows they know they are scamming people.

Fully expect NOT to get a refund. And even if you do you will be charged next month. Have a new card issued immediately and dispute the charge!!! Also, if you scroll down and read all of the comments there are lists of agencies to report to. There are also is a list of the 100+ websites run by these creeps.
The FTC and FBI are the agencies that can take action - the Attorney General should be aware but they are not able to help people on a individual basis apart from trying to contact the website. Sorry for your loss.....

Have you seen the new posts where Josh is posting as happy "customers" who received an (easy) refund?! I've got some ideas regarding putting a stop to this scam (beyond suggestions of new, much needed regulations regarding allowing companies like this to hide behind monikers and virtual offices the the like) to a stop, but not to tip my hat as it were, I may be sending you an email soon.

Thousands of 5 star reviews! Not ONE complaint... in the industry I'm in that is simply IMPOSSIBLE!! BTW, I never got a refund.

I needed info on someone who I met that was real evasive about his life.
I found this company that I thought was charging me a dollar to find info...How stupid I was...should have known it was to good to be true. I did finally find out this guy I met had forgery charges some years back that was found by ME in some public records on the Internet. I found it...not this scamming company. I have asked for my money back three times now and they haven't returned it yet. I'm pissed off big time. This 19.95 and 1.00 charge has to go...!!!!!!SCAM BIG TIME!!!

I am calling the credit card company to let them know I have unauthorized purchases - they will close this account and send me out a new card. This way, I won't keep getting these monthly charges. Also, I will not pay the $1 and the $19.95 on the card
I had the same negative experience as many of the above posters. Their offers are misleading to the point, in my opinion, of concealing material facts. They have this scam down to a science - knowinghow to skate on the border of the law. Web sites like this one help - but only after the fact. - when victims have been burned.
I'm a careful Internet user. I intend to file a complaint with the BBB and any other authority that will prevent the proliferation of this scam. Any other concrete suggestions will be appreciated. Companies like this count on their victims being too busy, lazy or helpless to fight them.

I went to vehiclehistory.com to obtain a $1 VIN report for a car I was thinking about buying. The results turned up with No Records. Ok. So I contact them and they put a credit on my account for 1 VIN search. Cool, since I was still in the market for a car. However, based on the first lousy search I went with Carfax instead. A month goes by and I see a charge for $19.95! What? I contact them and was promptly told I signed up for some service where I would be charged monthly. I NEVER clicked any button other than the $1 report! This is a scam, a fraud and a terrible wrong! I will take this to whatever agency needed to make them act legally or get out of business! I wonder how many people have NO IDEA that same thing has happened to them!!! Cheaper is not Better! Carfax is the only place I will EVER go for a VIN report from now on! BEWARE!!!
YES, I find that Josh must not be real, I had BETTER not see another charge for 19.95 from my acct. again, I was only looking for an obit. no vehicle info was even in my mind. This is going to be reported!!
Katie, I am going through the same thing and I cannot believe these people call themselves a business! They even have a Facebook page and got 60K likes! I got charged twice before I noticed it and when I called the phone number on my billing statement, I was only able to get a refund for one month. The first thing they asked me was if I wanted to close my account and get a refund of $19.95. So this is not a legit company and it only exists to issue refunds to those who notice the charges. This is unbelievable.

I recently was going to purchase a cheaper truck for my husband for Christmas, so he can haul things around the yard and do whatever manly things he wanted to do with it. I found a cheaper truck that looked in good working condition, but I wanted to check out the vehicle history before I did so. After going on to vehiclehistory.us.org, I bought what I thought was a 1 dollar report. The report listed the truck was clean, with no major service or totalled etc.
My husband got the vehicle this Christmas Eve and was pleased with the vehicle, except there was an issue with the front axle and he was going to trade it with his brother in law's truck.
Well we come to find out today, when transferring the registration, that the truck I bought, that was cleared by vehiclehistory, was totalled in MS! Carfax picked it up. Even the free government website picked it up. I bought a totalled car based on the report given to me by this company
The icing on the cake, I checked my credit card statement, and sure enough, there is a 19.95 charge on my account and it looks like they are going to charge me for the next six months.
I have contacted my credit card company to get my money back, then I will cancel my card, and will be filing an FBI report. How can they scam someone on Christmas?!
Let me know if there is a class action suit against this company, as I want my 500 dollars back from this totalled truck.

They did provide the info I wanted, but was very dissapointed how misleading they are. I signed up for a $10 service, then was charged 19.95 on my account. I let that one go because I just didn't want to mess with it. now 3 months later, I received a bank debit from backgroundfee.com for 19.95! So after calling my bank to let them know its was fraudulent, i tracked down this company. apparently they handle the medd that vh.com makes? They said that I had signed up for a monthly service. Ridiculous! They did return the charge, but it's sad that they have to have a system set up just to handle that. They're misleading and they know it. I'll pay extra next time to do business with a respectable company.

This company got my $1.00, and then charged me another $19.95. I called and the CSR told me She was sorry and would refund the $19.95 and cancel the account they created for me. Next month, I got charged $19.95 again and still no refund. I called and was told Josh would fix it, to email him. Now they have charged me $19.95 again, under a different company name. The previous charges were from myinfobill.com, the new charges are from backggroundcheck.us.org, both have the same address, and you guessed it the same "email Josh, he can refund you" customer service message.
I've now had to cancel that debit card and get a new one (over Christmas) What a flipping douchebag this company is. No money has been refunded to my account as of this writing.
Next step is to file CC fraud charges against them with my bank, the FBI, and any other gov't federal or state offices I can find.

Same thing happened to me!!! I'm filing a CC report with my bank and now have to close that account during the holidays when I need it the most! They do this at this time of year purposefully because they think people will just let it slide and not want to be hassled by it! Well they messed with the WRONG GUY!!!!

What can we do about this scam company?
1. File BBB.
2. Go to Attoney of General
3. Organize a classic lawsuit against this company
I heard one scam company got punished when BBB and Attoney of General nationwide received more than 100 complaints. The Attoney of General of the state where the scam company is locaed requested the scam company to refund all the costumers and fined the scam company $25000.
We should do the same thing to this carinfo1, carinfo2 or myinfobill, then the CO Attoney of General will do something about it.
Let's organize together to fight this scam company!!

I did not order anything from you or your company and I was charged 19.95 today. Therefore, someone is using my credit card information. I reported immediately as fraud activity, and an alert was posted, so if a second charge occurs an immediate investigation will be initiated.
Don't be fooled, vehiclehistory.us.org is being heavily advertised. Don't be deceived. It is the same fraudulent company as vehiclehistory.com. They do this every few months to avoid the negative publicity. They flood google with fake news websites touting how great their company is. Don't believe me? look up vehiclehistory.us.org and you will see these. They did the same thing for vehiclehistory.com

Yes all of the hundreds of planted positive reviews!!! After you've been ripped off,
lied to by these crooks over and over and over again. Spent two hours at my bank to get this dealt with (new debit cards etc...) They even have ripoffreport.com totally snowed (or paid off!!). The "business" is run out of a virtual office in Denver. Please file a report with the following agencies:

FTC www.ftccomplaintassistant.gov/
and the Attorney General in your state

What is your direct line and last name? I think we need to have a discussion. I have hired an attorney and am organizing a suit with many of the folks that have registered complaints. Even though this will cost me well over the total charges you billed me, it will be well worth it.

Here is the link mentioned by Mike. If this is the same "Josh Fraser" which, given the same types of scams Jesse pulled, it could be, then he can easily be tracked down.
