HotCloseouts2013.com is a penny auction website, which says that their members have the ability to win a variety of merchandise at extremely discounted prices using their special online auction format.
Penny auctions are very a specific type of auction website unlike traditional online auctions like eBay. While traditional auction sites allow you to bid as often as you like for free and you only have to pay if you win, penny auctions are different.
These websites require you to purchase your bids before you can participate in auctions. HotCloseouts2013.com charges their members $.60 per bid, with bid packages as affordable as $13.50 available.
After you purchase your big package and become a member, you simply need to choose an item and begin bidding. But once you have used a bid, it is gone – if you lose the auction, you still cannot reclaim the bids you spent.
Because of this, HotCloseouts2013.com offers a page on their website dedicated to their Top 10 Tips for winning penny auction strategies like observing auctions before you begin to bid and concentrating on only one or two auctions at a time.
When bidding on a penny auction site you must remember that the winner of the auction is the final bidder; not the person who places the most bids. In addition, the winner of the auction is required to pay the entire final cost of the item – the fact that they were the last bidder does not “win” them the item. They must pay for their item within a specific time period in order to actually receive it.
Customers who have questions, complaints, or issues with HotCloseouts2013.com – before or after they become members – may speak to one of their representatives. Unfortunately they do not provide a Customer Service Phone Number, but they do offer LiveChat through their website.

Total ripoff . . . they steal at every chance!
As soon as I realized what the site was I contacted them per their instructions, to cancel. This was within my rights and within thirty minutes of looking at the site and watching bids and windows being moved around on the page.
That was on 11/28/2013. They have never responded to my cancelation request, to date. Even though I have followed their process to the letter.
